Laboratory calibrations require a test standard with a higher accuracy. The lab test standard is calibrated to yet another standard of even higher accuracy. These steps are traceable back to a primary standard kept by the government.

Of course it can be done. A geiger counter is just a receptor that clicks every time a proton hits it. "Nukes", supposedly, cause massive amounts of protons to split from the radioactive material. The problem is that EVERYTHING is radioactive. Everything. Protons split off random shit all the time - potassium is radioactive enough that holding a geiger counter near a banana will set it off. Our own atmosphere is radioactive from sunlight radiation hitting it.

So what you do is you set the base level for the geiger counter to only start clicking once it registers a certain number of pings. If a banana would trigger, say, 500 hits per second, you just balance the counter to not click unless it picks up 501 pings a second. Boom, "banana not radioactive. See, it not trip geiger counter".

You could set it to not click until above uranium's average radioactive decay rate and you'd think uranium wasn't radioactive. A measurement is only as accurate as the tool you're measuring with.

This is all academic, of course. Radiation isn't harmful at all except at extreme levels. You can eat U-235 dust and suffer no ill effects whatsoever (except your poop setting off geiger counters). The Hiroshima and Nagasaki "radiation fallout" victims were actually just suffering the effects of inhaling burning lead and asbestos, which they got when their lead paint and asbestos insulated houses got firebombed. Regular firebombed, that is, not "nukes".
