They reached heights beyond Persia and Byzantium though, I'm not saying they didn't build on what came before but it's clear their civilization was at one point advanced probably between 800-1300 and after that it went into intellectual decline, part of which was , imo, due to the inbreeding allowed by Islam.

That's just not true, Tours occurred in 732 when most Arabs were still illiterate desert savages and had yet to be civilized by Persians yet. Byzantium began reversing its losses around 800 and taking Arab land. But the Arab/Persian peak was some time between 900 and the sacking of Baghdad by the Mongols in 1258.
