It's not just about them being niggers, necessarily. The Nigerian political system revolves around population proportions. Local officials lie and skew.
Internationally, inflating the population statistics on paper gives them a more favorable position in trade negotiations and poverty status. Basically, their GDP per capita is shittier, which means they can portray themselves as developing and thus receive more aid.
This is something a lot of Nigerian academics believe (yeah, they exist).
The Chinese did the same thing, and I have a hunch the Indonesians are.
Not even Western nations are good in the census. The UK undercounts its people.
Just consider that Nigeria is better put together than some shithole like the Congo or Somalia. No way the Congo is collecting the right tree branches to count its jigaboos.

Looks like 3 of the 8 major languages used in nigeria have a word for maintenance. If an majority of the country doesn't even have a concept for maintenance they are only marginally less fucked then the rest of the niggerdom that is africa. Maybe after a successful genocide or two targeting retards they might have a chance, but they will probably return to the dirt in all likelihood.
