There's only two real answers to this:
1) More so than the average, what really matters are the outliers. California has a low average because it's full of niggers, spics and women, but when it comes to money 100 high IQ tech-bros and CEOs offset the problems brought about by a million nigs. Not just that, the high IQ people can also make use of the retards that wouldn't otherwise be a net drain by exploiting them, best examples are Hollywood and porn.
2)You need to account for the change in IQ and in wealth. California used to be a lot higher IQ 50 years ago, and the basis for today's wealth was built on the backs of those guys. In 20 years infrastructure is gonna fail and living conditions will become ghastly. Money will soon follow and crash. On the other hand states in the Midwest and the rust belt states used to be full of poor inbred underfed farmers without access to education. That caused their economy to not develop, and both their infrastructure and population to lag behind. But when 50 years from now California will be 99% mutt, these places will thrive.

It's true that a small difference like that isn't much but itself, but it actually is quite significant when it comes to me outliers. The difference propagates and balloons the further you get from the mean. An individual with 98 IQ is not very different than one with 102, but a country with 102 as average is almost twice as likely to have individuals above 130 and more than twice as likely to have individuals above 145.
That said, I partially agree with your point that IQ is not all there is, but it's still incredibly important.
You simply cannot have a civil society with an average IQ of 80, and you're not gonna get any Prousts, Hegels or Newtons out of it for sure.

I see endless legions of elderly retired Silent, Greatest, and Boomer generation men (and some women) who were the ones working at IBM, Moffet Field, Intel, etc... It was their ingenuity and hard-work that built up California into the technology center of the world, and now the CA state government rides on that high built back in the 1970s-1990s. The elderly have their wealth and they sit there in retirement, being take care of by non-Whites because their White children don't want to or can't. The CA gov has made it so obnoxious and expensive to live in CA that everyone under 45 who doesn't live at home has already left California.
California demographics are 35% White, 40% Mexican, and the last 25% is a mix of Asian, Indian, and Black.
So now California is a state, where if you remove from the census data all the non-Whites that invaded over the last 40 years, the state's average age of the residents is like 75. Within the next 15 years, the majority of the elderly Whites in California will die off by the millions, and when they do, California will become 90% non-White.
That 35% White is going to drop down to less than 5% White in 15 years.

I suspect that the California Government has already run out of money and is broke, which is why they keep coming up with more and more taxes, fees, and schemes on how to extract money from the residents.
The CA infrastructure (streets, electrical grid...) is in shambles, the tax money never finds its way to fixing stuff.
California is on the brink of collapse within the next 10 years.
The CA gov keeps trying to shove people to use electricity for all of their appliances, including house heating, when they haven't upgraded the electrical infrastructure in 40 years. People will freeze.
