TI's are typically targeted by local governments--It's IFOOP (retired law enforcement), and employees of local non-profit organizations and random agencies (department of forestry workers, etc), but the media also plays a hand in it as well. There are kooks on SSI, nutcases, who become enamored with media personalities and broadcasting for whatever reason. These "super-fans" are often weaponized by the media people--they are made to think they are on a super secret mission, working for radio station XYZ or NEWS CHANNEL 123, these nuts are the wind-up toys. These shadowy networks exist whereby the police also have a bunch of windups (criminals who they employ for petty cash and let them get away with a certain amount of criminal activity in exchange for tips, leads, setups, and stalking activities), the non-profits also have a never ending supply of needy poor people (crazies) who come to them for assistance with bills. They befriend these loony toons and wind them up and send them on missions in exchange for free nights at ratty motels and burger king gift cards. So, in summary it's mostly local police running these ops at the behest of local government officials who may have received the order from state or federal officials. These officials go to their contacts within the Police department, the local non-profits, and the media outlets to send wind-ups.
