The point was to cuck congress out of their "power of the purse" thus consolidating all power with King Trump.
Congress can now assign money to anything they want but Trump can just claw it back, same way taxes are a power congress has, but Trump is using tariffs to tax American people.

Presidents aren't suppose to have these powers for good reason.
