For fucks sake, the level of misinformation here is unreal. First of all Trump doesn´t really know what´s happening in Argentina but he has to justify the help somehow. He can´t very well say they need Argentina to help kick out China from the region.
Second of all they didn´t call it a failed state, they said "we don´t want ANOTHER failed state in Latin America" clearly referring to Venezuela (also applicable to Cuba)
Third of all Argentina is following the IMF instructions. It´s cutting costs, achieving surplus, paying debts, has a controlled monthly inflation that revolves around 2% and 3% (which is huge considering that the previous administration had a monthly inflation of 25%) which is effectively stabilizing prices or it would if provinces under the opposition control stopped creating new taxes for five minutes.
Honestly it is those two opposite policies clashing what´s causing people to suffer more than necessary. You see salaries adjust using inflation as a metric and since inflation is kept low that means salaries are also kept low. Now, since provinces are refusing to cut their own costs and structures and have decided to invent new taxes instead prices go up even with inflation controlled. Obviously this has forced a lot of people to cut back on things to make ends meet which in turn has forced the industry to slow down.
One may not like Wigman and his orange man friend but right now it beats the available alternatives by far... unless you know, one wanted to just hang them all and start over.
