It should be implemented in a way that eases on taxes gradually the yourger you are. That is, if you are fresh into the job market, you have "enough time" to plan and save for old age, so you get 0 coverage when you retire in 35-40 years, from now, but you get to keep most of your money.
Meanwhile, older brackets will keep contributing with little to no reduction, since they planned their life around that promise and are already to deep in to backtrack now.
Also, since there is no way the whole thing won't collapse instantly if you cut taxes from young people right now, they would probably still need to shoulder some unfair share of the weight. But at least after, say 50 years, the system would have switched to a sustainable model, instead of being even more fucked up than it is now.

Same with the multiple waves of Africans, and is happening to the Chinese. Very few communities survive contact with the average latino country. They get absorbed. The Mexican gov did a study on this and they managed to pin it at around first gen immigrants. They don't assimilate Mexico, Mexico assimilates them. And more or less the pattern repeats across all of the latino countries. (Remember that Dictator of Peru that was half Japanese?).
