Filibuster rules in the Senate, friend. Basically any bill can be stalled in the Senate unless 60 Senators vote to end the filibuster, and the Republicans have 51 + like 3 or for 4 Dems willing to end it. Now that is just an internal procedural rule, a simple majority of the Senate could revoke at any time, but Senators like having that option if their party does become a slim minority.
