It's complicated and a direct result of capitalism. Very successful charities hire consultants and get very expensive pr campaigns going that gives them much greater reach that results in much more donations, so at the end of the day everyone in the organization gets more including the clients and front line workers who are essentially at the bottom of a pyramid. But, without the pyramid the charity would likely end up being indigent garbage that struggles to help anyone.

She probably did the bare minimum when it came to the charity and sucked up all the funds like a greedy nigger instead of just skimming while the charity grows. It is possible to be in charge of a charity, wealthy, and beyond reproach if you do things right. The fundraising is important especially when it comes to finding wealthy donors that will drop fat checks. The more you can demonstrate to them and the general public all the good you're doing for the cause the less your paycheck would be scrutinized and the more wealthy whales want to be seen handing your organization a check.
