Hereditary monarchy doesn't work because of regression to the mean.zo what do you do?
I favor a monarchy of the type by which society had an objective series of measures to select the ruler. Measuring for leadership, honor, passion, intelligence, and wit.
To some extent, our current system of campaigns simulates that. But I think it should be much more explicit.
Each society will have their own gauntlet of measures, and therefore would select a different type of ruler.
An african nation might select the most ruthless and feared ruler possible. A Bulgarian nation might select the wittiest. The English might select the best orator....etc.
Each society develops their own gauntlet of tests and thereby the monarchy is always in the hands of someone who measures up to that society's standards.
As for the hereditary component. Perhaps the candidates for the throne would be selected democratically, although the king has a "guaranteed slot" for his own son or heir. That way the monarchy has some element of heredity, which is necessary. The king most know that his progeny can succeed him, and has every incenive raise them to be the absolute best there is.

Basically I think it's important that the final determination is done by "objectivd measures", like actual measuring real-world ability.
Perhaps candidates could do war games against each other, or take a gauntlet of IQ tests, or even a painting competition. It really depends on what that society's values are, for what tests they will implement.

You have to be born into a royal house to be a king and have the right bloodline. You can't just declare yourself to be a king. All royal houses are mongrelized except maybe the House of David which exists among the Germans. But no one knows who is who. Kings are all dead. The era of kings is dead. There are no more real kings anymore. I thought I descended from the House of David and was going to be king of all Israel/Germanics but I am just a schizo mutt riff raff with delusions of grandeur. I used to namefag a lot here, you might recognize who I am. Now I support Direct Democracy since I am not real royalty.
