I used to live in the hood. Just outside of a major city - technically still in city limits, but where the old houses are. Only a few apartment buildings.
Nigger houses and one giant section 8 complex.
The nigger houses were getting slowly gentrified by us white professionals who wanted to own houses, so there was a tiny white community forming.
We all did trick or treat, and early in the night, cute kiddos would run up with their parents waiting at the sidewalk. It was adorable.

As far as I'm concerned this is the "Trick" to the owner for not opening the door to the trick or treater.

It's origins are in a pagan festival wherein people dress up as evil spirits and visit houses threatening to cause mischief, to which the homeowner must give them gifts to ward them off.
The modern format of this is trick or treating, a kid dressed in a spooky costume knocks on a door, makes the demand "trick or treat!" and if you don't give them candy, they throw eggs on your house. That's the game, that's the festival.

I make costumes with my kids every year. Nearby houses get so few visitors that they try to give us their entire candy stash. Kids just want to be out in their costumes, though. After a mile or so there's a livelier neighborhood. Also, the local elementary has an event, the firehouse/police/library have an event together, as do many churches. They are good places to see and be seen, but they make Halloween feel too efficient. Stepping to the next parked car or classroom is a far cry from running to the next neighbor's house with your friends in the dark.
