For most of history, there was no formal age of majority, you were an adult at puberty & were married as a teenager. The old 21 majority age that existed until the 1970s wasn't aggressively enforced as teens that lied about their age were held liable for military enlistment/marriage contracts. The Western European marriage age was in the teen years during the Roman Era, it was hiked by the Feudal Marriage Tax during the Middle Ages. Tax Exempt Royals continued to get married as teens
