It's really simple. If you borrow money in a foreign currency, you obviously cannot print that currency to service or extinguish the debt. You have to acquire it through exports or purchase it on forex markets (and if you are printing your own currency to make these purchases, it will trigger devaluation). Now of course Argentina is primarily a commodity-based exporter, meaning there is not a lot of value-added. It is primarily raw material or agricultural. So their ability to acquire foreign currency is subject to the swings of commodity prices -- if they dip, they acquire less foreign currency.

Don't borrow money in foreign currencies.
