If Democrats cave and let Trump continue paying certain federal workers / the military it undercuts their negotiating position. They know the longer Trump's shutdown goes on the more the average American family is going to blame this administration for not fixing it.

The person who gets blamed in a shut down is the odd man out, anything else is just spin. In this case 2/3 entities responsible for passing the CR are on board, and the third entity is only being held up by a minority, so that minority takes the blame.

Is there a practical reason the budget can't be passed in multiple phases, starting with a 'core' budget that everyone agrees on? Arbitrary example, but it's a given that DoD will get some level of funding, so why wouldn't it make sense to agree to some lower amount for all core services initially and then continue to quibble over exact amounts and details later? I guess it's the inversion of a CR -- start big and make small progress rather than piecemeal bills to keep things running until you can figure out the whole deal.
In the grander scheme of things, I think shutdowns do more good than harm, but it doesn't seem particularly sustainable to continue to be so divisive on what we spend money on.
