It means what it sounds like, the Russian government doesn't consider itself to be at war. These technicalities aren't that important. Legally speaking, the US was never at war with North Vietnam, congress did not vote to declare war, the US did not recognize them as a state to begin with, but there was a draft anyway. Also the US and others were still at war with Germany until the 1990 treaty. So who cares?
