I do not agree with what I am about to post in the next paragraph personally but it is the official reason.
It is because the non lethal methods do not always work. Tranquilizers for example used on animals may not work on a nigger on so many drugs it would sedate a horse. Dosages are also different for different body weight and constitutions. A dose that can take down a 300 pound sheboon would potentially kill a 110 pound yung buck. There are too many variables according to police to safety use non lethal methods and could result in the precious police force being injured. So they treat any situation even as small as a pocket knife as enough force to mag dump to neutralize the threat.
Part of the problem is the legal system and cases like this where the public taxpayer pays out families rather than police officers themselves, unions or police pensions. But the second payer is shifted is the second police salaries have to triple in order to potentially afford payouts. Which will further burden the taxpayer. It is a fundamentally broken system where as 100 years ago if a nigger was uppity the entire town would get together and lynch the nigger. But because we are a multicultural nation we have to have a clown court system that doesn't deliver true justice.
