I used to commute in Tokyo. The women's only cars are only enforced during certain times of the day, but for some reason Japanese still wouldn't use them as often. So I just did. And even when the train was crowded during rush, I'd use the women's cars to get a bit more standing room (my station had pushers because the trains were at like 280% capacity). Hated the crush so much. Would rather sit in traffic in my own air conditioned car for 2 hours each way than be smashed into a train for an hour standing sopping wet on a typhoon day and everyone smells like wet dog.
My point is that even in Japan, women's only cars aren't really that enforced. They're enforced more at the societal level. Here in America we can't even get people to not talk on trains, let alone not scream, blare music, rape, murder, light people on fire, and shoot each other.
