Bottom line is you need a shared, national culture with shared values. The culture part isn't all that important, but the shared values are crucial to a nation - those values become law. You cannot have two groups who values conflict stay together and coexist, friction is guaranteed. See muslims and their anti-gay stance vs. libshits and their pro-gay stance.
