Other than Mariupol, everytime Russia manages to do this, they claim there is no way out for the Ukrops and that they will have to surrender or be destroyed, and yet everytime 90% of them are allowed to slip away.

This is just the cucked Russian forced "Green bus" strategy that lead to Assad losing the war. They think allowing the AFU to escape over and over will demoralize them, but it just leads to this forever war.

In an encirclement such as this the first thing to happen is running out of supplies.
The only way out is to reassign units closer to the encirclement without moving the pocket.
You need to zoom out and move your tanks and air into the zone your encirclement is happening.

You are memeing but full encirclements like that don't happen in this war, not until the battle is nearly over and it's time to mop up the defenders. The Russians always leave a small corridor for the Ukrainians to attempt to leave through. This prevents them from feeling completely trapped and fighting to the death (which would result in higher Russian casualties), and also funnels them into a limited area which they can bomb the shit out of, increasing casualties for the AFU, which is the entire point of a war of attrition.
