I've always argued it's about the % strength. For most of recorded human history beer, and wine, were very low alcohol. Normal everyday beer was 1.5% to 2.5% alcohol by volume. The Romans would always dilute their wine down to 4% or so.

I think there should be ration limits on harder alcohol, but 2.5% beer, wine coolers, hard lemonades, seltzers, etc, should be unrestricted.

Disagree. It's very difficult to get fucked up on 2.5% ABV. I've made a lot of "small beer" at around this alcohol percentage, and it's enough to mellow you out, but very difficult to get proper drunk on.

Also, do you have any idea how easy alcohol is to make? Sugar, yeast, and sanitizers have many uses outside of alcohol production, making it impossible to regulate the very materials that make it possible to produce. And unlike growing weed indoors, there's no energy cost that you can track for standard brewing. There is energy consumption for distillation, but if you have a plot of land out in the country, you can set up a pit fire in your backyard to heat up a homemade pot still.
