We should be handing out bulk staples like rice, beans, potatoes, quinoa to people who qualify. One thought I had is "IF" you want people off of the welfare state faster, or want some kind of ROI from it (in the form of taxes to replenish said system. Increase the income limit for those dependent on the system (I think they can only make like 1600 a month or something) so they can make more money, pay more taxes and progress past the poverty line into the lower middle class. Also, giving them some kind of track towards career and work. Although there are some who are on it more-so for hard disability purposes and they are kinda fucked in general.
