The USDA stated it couldn't use the funds, and that the money's for supplemental purposes when funding specifically falls short. Obviously there's a lot you can disagree with here from a legal perspective, but I can absolutely guarantee you that this will not end with them using the few billion they have. It already is. The ability for judges to issue nationwide sanctions is paused until the Supreme Court can review if they should have that ability at all. They're just still issuing the decrees partly for posturing, partly to save face for those who don't know better, and partly because they hope they can be back-enforced if the Supreme Court sides with them.

These are all unenforceable and truly shouldn't even be done until a determination from the Supreme Court can be issued.

The Senate has voted on a new CR numerous times.

When Democrats say that Republicans are refusing to negotiate or compromise, or that Republicans are why the government is shut down, that is complete bullshit intended to confuse low information democrats.
