Most states have their own particular distribution schedule and so only a fraction of food stamps go out today.

In DC, they go out the 1st through the 10th in tranches based on the letter someone's last name starts with.

So as of today only ~10% of people are without new food stamp payments, the rest typically don't expect additional payments at this time of the month.

I don't know the exact tipping point for DC, but around the 5th-15th feels pretty probable.
