It was so bad that sometimes, army officers had a particular soldier be his personal driver, mechanic, or do construction work for free in his home, and to the soldier, this was unironically a good deal because he got out of the training for a while. No one powerful or wealthy did it. A few people got a letter that they were exempt due to it being full, and their entire family celebrated, that was seen as a godsend.

The 2 months in Croatia as a new thing will be nothing like this.
