That seems like a lot of things that aren't being done for them. Yes being a figurehead is part of it, but you still have to connect with constituents, and you're also on the line if anything is going wrong in the city. It's not a lazybones job unless you're the mayor of a tiny town, and even then it's still a lot of work.
