I can only speculate because I am not following this. Nature conservation found out a while back that predators are kind of necessary for a healthy population of prey. So they have been pushing to reintroduce wolves and bears to places they were previously hunted to extinction. Which, on its face, is fine, but this population has no fear of humans. You have to release tags for the predators, or it causes real issues. If I had to guess, this is probably what is happening. Most predators will fuck off the minute they smell humans because we are more trouble than we are worth. That is a learned behavior that has to be instilled in predator populations. CA has a similar issue with big cats, and so does Colorado with wolves, etc. Dumb hippies in leadership positions of the Forest Service are insanely dangerous.

The last time I looked up the numbers, fewer than 300,000 people in Japan had active firearms/hunting licenses, which is not that many for a nation of 127 million. And that's down from over 500,000 a couple decades ago. There are fewer hunters, which leads to fewer restaurants serving kuma-niku (bear) recipes, which to less demand for hunters, etc.

The solution to aggressive bears is fire crackers. If hikers and rural people were encouraged to carry firecrackers and shoot them in the vicinity of bears when bears are spotted then bears would quickly learn to fear and avoid humans. Little to no violence is required. In Canada, they have specialized devices for this they call "bear bangers"
