When trying to control people, it is very useful to control their perspective (frame of reference).

By making people feel watched/followed the leaders can get back control over their frame of reference because it now centers around being targetted and belief that the world is out to get them.

You can come up with your own viewpoints, you just need to be crazy. This allows controlling the narrative as that is the only group not perceived as crazy.

I'm pretty sure that we're in a simulation after everyone died. Or maybe everyone with a soul died, and was rebooted, while the remainder are bots/npcs. The few real people I've met over the past several years have had some kind of life-threatening accident or fatal health condition.
Whatever timeline we're in, the drive to impose a really twisted narrative is omnipresent. Whoever is running the sim has a total hatred of logic and coherence - truth, and is bent on complete domination of will outside of their own.
