Well, memes are usually supposed to be less hyperspecific. I don't think I'd really call this a meme at all. It's just slightly reframing reality to make a point, by paraphrasing what the interviewer said, and by casting her appearance in a bad light. It seems intended to knock that woman down a peg, and to convey that people don't take her seriously nor respect what she does.
