There is a provision that the amount hospitals are reimbursed for emegrency treatment for non insured patients will be slightly reduced, which Republicans have extrapolated to their base as free Obamacare for illegals. Of course it doesn't make sense because plenty of Americans get emergency treatment and dont have insurance. This isn't the main sticking point if the Dems, it's the ending of the ACA subsidies.
