No, those people will simply vote according to their community leaders or not at all. They don't form a separate voting bloc, they are proportionally distributed(ignoring the whole race thing for a sec) . If there was a drooling imbecile voting bloc that voted together and made specific demands, they'd be a problem, but idiots don't coordinate.

The real issue with representative democracy is how it can be subverted upstream of an election by controlling who becomes a candidate. That's why I propose we stop holding elections and transition to a sortition based system.

You know the idea of certain people having more votes, or their votes being worth more? What if we made that way more granular, and every persons vote has a numerical value based on several criteria in an equation? Something like (ballpark on the spot construction):

>Ce = Contribution to Economy
>Ct = Contribution (taxes paid)
