Countries with a very high crime rate like the US need authoritarian surveillance because it would help the prosecution acquire evidence when it comes to convicting criminals. But a country like China doesn't need the same surveillance. East asians rarely commit crime and the CCP only does it to spy on people who might have differing political opinions.
