Be sure to leave a 1-2 star review on Google, TripAdvisor, etc. specifically citing the foreign staff. Japs do this a lot as well and are pretty brutal, although I tend to phrase it neutrally to avoid censorship like: "I really wanted to enjoy traditional Japanese culture but the front-desk staff didn't speak any Japanese (or English), the food gave my poisoning, and the room was dirty."
It's really terrible now with hotels, because by the time you arrive it's too late. You can't just cancel once you find out that all the staff are indian. At least with restaurants I can walk-in without a reservation, scope it out for jeets, and walk-out if I see any. Basically every business hotel brand is jeeted already, and a lot of nicer hotels as well as you have experienced. Even love hotels and shit are "cleaned" by jeets.
Negiya Ryofukaku in Arima (Hyogo, just outside Kobe) is a nice, traditional onsen that was fully staffed by Japanese last I went. It's not obscenely expensive either.

Also, another effective thing you can do is berate the Japanese staff for the terrible service. Make them feel bad for employing foreigners.
Knowing some Japanese hotel staff, they all hate having to work with chinks, jeets, etc. but it's forced on them by management trying to cut costs (Japs also think jeets can speak "good English" and help with tourists, lmao).
Japan has gone from wonderful service & omotenashi culture to dogshit overnight because of hiring jeets, so complain & let the manager know. Make his life hell so he either quits or tells corporate to hire anyone but jeets (Philippinos and Vietnamese are slightly preferable and also in abundant supply).

I've actually stayed at a $600 a night Ryokan, and you will not find any random foreigners working at them.

You don't just apply for a job at a fancy ryokan and get hired. The entire thing requires years of training and education before they'll even let you interact with customers.
When you go to a fancy ryokan, you get assigned someone who will wait on you hands and knees. They will greet you when you first arrive, show you to your room, explain everything to you, when it comes time to eat they'll bring you your food and explain it all and so on and so on. You don't just get hired to do this, you've got to go through years and years of training first.

Here is the ryokan room I stayed in as proof I'm not bullshitting like OP is.

I'm not an english teacher but I've had to listen to their whining for awhile. Japan hasn't really raised english teacher salaries meaningfully in decades, so what used to be a somewhat livable salary is now poverty-tier. They should've either canceled the english teaching program entirely as a waste of time (they don't hire actual teachers or english majors, just anyone with a degree & a pulse) or raised salaries enough to attract actual, qualified teachers. But despite their english language program being an abject failure for decades, japs are stubborn and can't admit fault so now they're just doubling down on low wages and bringing in even lower quality "teachers".
