The local bsc -> usa msc -> opt -> h1b pipeline is ingrained into indians super early. Most europeans don't even know how usa immigration works until they are already working, at which point moving becomes 100x harder without becoming an L1b indentured servant for a few years.
If you want immigration other than indians, you should do information campaigns at colleges from other countries or something. Hell, estonia is putting up immigration adds in my city's metro on the other side of europe.

Most europeans have no clue that the only easy way to get to the usa is by doing a masters there until it is too late. Also, most europeans are not willing to go into debt for an american masters when a european one is like 5k euro tops.
Moving to the usa after that point is very hard.
Also, most europeans aren't as obsessed about money as the chinese, indians and americans and prefer to stay in their country and culture as long as their quality of life is good enough, even if they will have to retire later. Most people who leave my country for the usa just come back after a few years once they have saved enough money to buy a house here. Staying there long term is very rare.
