I wish Epstein hadn't used such a confusing figure of speech. In the original context, it was used to say a dog didn't bark when someone stole a horse, meaning that the owner of the dog did something bad, and the dog was the one thing that gave it away (So giving up info).
But it can also be meant as "Trump never said anything about me", if taken literally.
