They haven't, they just gave them new designs. The brand split is already not that strongly enforced, they might as well unify the belts.

They should just take like two tag teams that they really want to have tv time and push and then the rest of the division should be comprised of uppermidcarders and occassionally main event level guys to fill in as they take time off of the world title picture.
