Paul is very patient with his booking and makes sure that the fan support is real and sustainable before moving somebody up the chain. He took the slow road with LA Knight who is now at a point where he gets big pops at every show regardless of whether he’s winning or losing. Fatu moved a bit quicker but it still took him almost a full year to get the secondary title level. I think Paul would love to pull the trigger on Kross since he was a big supporter in NXT but he has to make sure there is a solid foundation of fan support first. Otherwise you end up with Fandango.
