I think the anti-american theme is the other part that gets misunderstood by the american audience and leads to him being underappreciated as a promo, because it's actually heartfelt and great. Sometimes a bit simplistic but when it hits, it hits hard.
I think the sad part of this is that it ended with him leaving for WCW, Bret was only a heel in two cases, when opposing Austin, and when cutting "anti-american" promos. But in the lead up to the Screwjob, when he's paired against HBK, he's still not really a full-on heel even as he strangles him with a canadian flag. Well sure he's in canada, but still. HBK playing the all-american hero against Bret never caught on.
If he had completed a face turn back in 98 or 99 after all that, he'd be remembered as a top 10 promo ever. Instead he was screwed, wasted, his brother died, his family fell apart, he got concussed and that was it.
Sad, really.
