Because All IN is not struggling to fill in a literal football field. It's struggling with a fucking baseball field that holds half the capcity. WWE will be at Petco field this year and it won't be selling only half the tickets to a comparably sized stadium. The Ballpark at Arlington was designed to be one of the smaller ballparks.
