It's not. He started shaving his head likely when he noticed it thinning. By this point if he tried to grow his hair out there'd be bald sections and it'd look like shit. He was smart to get ahead of it

he has a very anonymous look, especially without facial hair. videogames and figure makers struggle to capture his likeness because he doesn't look like anyone. facial hair inevitably makes him look like a heel. he stuck to the long hair because it looks good when selling (hair gets thrown back) but he obviously has no sense of style hence why in his mind the alternative was to shave it all off.

There's a reason why most of the wrestlers who had long hair in their prime younger years decided to cut it low as they aged, even the ones who didn't start balding/thinning
Bret Hart, Booker T and Scott Hall are the only bigger-name wrestlers I can think of who kept their hair long in old age (and judging by his hairline, Booker will soon have to let that hair go unless he's fine looking like current-day Stevie Wonder)
I'm sure there are a couple of others I'm forgetting, but not a lot
