The problem is 10 is already too much and AEW wrestlers frequently win ROH straps and titles from other promotions. No one cares about the women's midcard, that's why they gave the belt to Mone as a placeholder for the world title and 6-man belts are redundant, just do Free Bird Rules.

You get the Unified Title when you have both, but due to Continental rules the Continental title is only on the line for the first 20 minutes. So if someone pins Okader 25 minutes in to a match he wins the international title and Okader loses both the International and Unified title. Simple as.

Most of WWE's number comes from there being several different brands. RAW, Smackdown, NXT, and Evolve all have a world champ for men and women, for example. It's a lot, but it's intuitive.
AEW has numerous redundant titles in terms of their place on the card on one brand. Obviously the ROH titles are excluded from this.
