WWE pretty obviously intended to bring in Lucha Bros as a tag team, but Fenix's AEW contract issues held that up. By the time Fenix got to debut in WWE, Penta was already established as a singles wrestler, so suddenly shoving him in a tag team with Fenix would kind of derail any momentum he had. That's why Fenix is floundering. Supposedly Lucha Bros were supposed to be in the spot that MCMG were put in and be part of Smackdown's tag team division.
