There's a problem in that all of WWE's current special attractions don't have particularly memorable matches, and yeah he could have a great match with Gunther or Sami or whoever, but those are just guys, so that won't really be memorable either. You'd need to involve him in some personal angle to sell the match, then he would need to have it against someone he could have a great match with, and you would need something to push that match over the edge into something really memorable. Maybe something with AJ Styles?

Yes overcoming the odds is 101 wrestling booking and basic storytelling, torn pec was a godsend in that case

Gunther was IC champ for over a year and still coming out to silence or murmurs until The Miz feud when he actually got a proper feud and a proper gimmick as a typical bully and not some 'muh mat is sacred' geek.
Quite frankly, Gunther is less over as a heel than fucking Solo Sikoa.
It's almost as if the storylines and character work were more important than the matches.
