Well one was Black and Gold NXT which had an entire roster of indie names and was at times treated as a third brand and even won Survivor Series. The other was a gutted out and rebuilt NXT 2.0 that consistent just about entirely of PC talent. It's almost like both statements can be true because NXT hasn't been the exact same thing throughout it's entire existence. Believe it or not it was once a game show

When Triple H was in control of it, it was a third brand of course, Triple H elevated it! When he left to take control of the main roster, it went back to being a developmental, as it didn't have Triple H's aura that elevated it anymore.
