Never, because neither of them will ever be one-tenth of what the Hulkster was. The difference between Hogan and those other two is just the fact that Hogan didn't need any help to get over. Roman couldn't even really get over with a lot of help.

TV deals + WWE Adults (see Disney adults, and Nintendo Switch 2 buyers). They love the brand, doesn't matter who the wrestlers are.
