The Attitude Era didn't start until either the Montreal Screwjob or Austin winning the WWF title. 1996, and most of 1997, was still part of the New Generation albeit with more edge than 1994 or 1995. 1998 was almost unrecognizable from 1997. Also the two biggest stars of the New Gen both left around the same time (Bret in November 1997 and HBK in March 1998).
2) That was a worked-shoot angle, not an admission. As I said before, everyone already knew wrestling is predetermined. Vince was using that promo as a 'reset' to get the crowd buying into the shows once again after a long period of stupid, childish angles that no reasonable adult could suspend their disbelief of.
