The Rock needs the soul of his corporate champion forever. He needs someone who will continue doing his (as of yet undefined and vague) dirty deeds and representing his interests as champion well into the future - as Cody is the younger guy and Cena is leaving for good in 6 months this would give The Rock a kayfabe reason to switch horses
If they actually bothered to define exactly what the Rock wants this would be helpful
