I believe Cody brought back Brock as an insurance in case Cena does another low blow. However Cena didn't do any heel tactics and remain true to his word. Now questions will be raise as to why and who brought back the Beast Incarnate to attack Cena. It's all a part of the Cody's heel turn. Stay tuned!
