You resume your journey as Courier 6, heading up the fractured region of the Mojave.
‘Hail the Courier! Rejecting Caesar, House and the NCR, the Courier has used Yes Man to rule New Vegas, putting the Mojave itself under your watchful rule. You've thrown General Oliver himself from Hoover Dam, and sent Legatus Lanius to retreat with your wit and tact. Mighty and strong, you set out to establish this new wasteland experiment.
The first weeks of your rule have been dealing with unruly NCR companies, a medical crisis and looming starvation for all of Freeside. There are increasing bandit attacks across all of the Mojave with the evacuation of NCR forces and a consolidation of Securitrons around New Vegas.
But all is not despair. The Courier, with assistance from his loyal companions, managed to swiftly cut the head off of the Fiend snake, killing Motor Runner and his lieutenants, sealing up Vault 3 in the process.
A provisional council has also been formed, pulling the most competent and loyal from the Courier’s social circle to create the beginnings of an actual government.
While the food shortage is daunting and there is much to be done, the Courier is beginning to get his arms around this governing business. The immediate crisis has passed, now it’s a long road until the Mojave can rival the Bear and the Bull.’

With the disruption in food supply, Freeside particularly has been hit hard and the food stores are nearly empty. The slow increase of food to the city and the Gunderson cattle drive has once again saved the city form complete starvation. Farkas reports that the total deaths from starvation are are 1500. There are reports of cannibalism. Food caravans have increased to Freeside but many lack the funds to purchase food.

Crisis
------------------
WARNING: LOW FOOD SUPPLY
If NCR sharecroppers leave the region, you will have a sharp decrease in food production. Freeside itself is bordering on starvation. Food supplies will be exhausted in 4 weeks. Farkas estimated 1500 Freesiders have died from starvation so far and numerous others killed and injured in food riots. There are rumors of cannibalism. The King is getting restless.
WARNING: SANITARY CRISIS
Though the immediate medical crisis has abated, there is a severe sanitary crisis in Freeside. Julie Farkas has raised great concerns over the potential of a cholera outbreak. Due to the weakened bodies of those suffering malnutrition, it could decimate the city.
WARNING: CASINO COLLAPSE
With the failure of the NCR to pacify the region and their retreat, the tourists to the region have dried up. The only money coming in is from food and beverage sales, as well as rooming from those too scared to leave the strip.
WARNING: MOJAVE ABSENCE
While a majority of the Mojave knows who you are, many haven’t seen the Courier since the battle of the dam and are unaware they are in your new nation. There is also very little power projection aside from guarded strongpoints.
WARNING: TRADE COLLAPSE
With the NCR pulling out of the Mojave, many of the traders who moved with the army are heading back West. The region will see a large impact in the short term to commerce and transportation, leading to a series of cascading failures.
WARNING: CARAVAN ATTACKS
While the Fiends have finally be defeated, there still remains numerous smaller raider and bandit groups along popular trade routes. With the evacuation of the CC and the larger trading houses, the smaller ones still in the Mojave are at the mercy of wild animal attacks and bandit raids.
Suggestions: Find short-term food and medicine for the people of Freeside until a stable supply can be found. Find alternative engineers for the dam. Work with Brotherhood to take Black Mountain. Convene a council meeting. Create the Mojave Armed Forces. Meet with the Enclave Remnants. Look around Lucky 38. Find the mysterious soldiers

And 25 Securitrons taken from Freeside
I assume we are talking about the southern trade route here.
Also order Securitrons to shoot on sight at any cannibals in Freeside. That cannot be allowed to continue.
Industrial action:
>Begin a mass push clearing of land and farm land for the expansion of Heck's coming Slaughter houses and ranch locations around freeside or conversion of it into said things.Movement of soil by hand requires protection as such
>Take 50 Securitrons for protect anyone moving fertile soil from the banks of the river to said location by hand. I am starting to fear that the operation of Handerson will take a while to set up, and...its probably better if we and the sharecroppers build farms too when we can. As out of Heck control, and for make food for them and Vegas. Heck priorities sounds like he want to sell at the big markets back in NCR territories. Which dont get me wrong is very nice for make money and tourism but we need food. Lots of it.
>MiscSend Arcade to create and set up a cold/hot shower at the Old Mormon Fort for medical tools cleaning and doctors hands cleaning.
The bathhouses are taking a while. A while that is uncomfortably distant, especially with the sanitary crisis still there.
>Send Hecks 100 Securitrions(taken from the Strip) to provide initial ground-work and protection for those coming and also the ones we are dispatching to clear his land/help it.Dont forget guys that we need to decide from where we grab the Securitrons.
>Ask Raul and his apprentices engineers to begin working on the wells and pumps of the Kings in Freeside. That water is not safe and that needs to change now.The vehicles at Sloan need fuel we don't have access too anyway....so might as well have Raul do something else. ESPECIALLY WITH THOSE WELLS AND PUMPS HAVING BEEN REPORTED UNSANITARY !!!! Beside experience is experience. If these apprentices are working on something, they are learning more.
////
We really need to make a police and military soon. The situation is degenerating rapidly. Also we should deal with the sharecroppers next turn or do something with them. We don't want them to go away at all, we need farmers.
The sharecroppers and freesiders while are happy that Handerson is here would probably still want to get some farms going of their own. I imagine.
>>6229606Welcome back
Thats nice news a map !
>>6229635>Postmaster GeneralWhat a godly title If we ever get to a position of not constant emergency we should make mailmen get all the same benefits and prestige as the military
>>6229604>If NCR sharecroppers leave the regionwe really need to stop that, farmers/people who in general know how to farm very painfully hard to replace we need to try to keep them as happy as possible also as they are share croppers, farmer who work on land owned by someone else we need to either find out who the fuck owns these farmsbecause alot of them are probably owned by big wigs back in the NCR have they ever been to or are still in the mojave?
Find out who's still rolling out paychecks/supplies to the farmers who are working on said sharecrops and make whatever deal/favor/bribe to keep them around there's also a very high likely hood alot of the farmers that are looking to leave is because their no longer recieving that support or are just unsure of their situation we need to make sure thing get back to status quoby either handing the rights to the cut off farms to whoever is still around or having vegas attend to the farmers personally and making sure that they know that it'll be better staying than leaving through support
There is also Westside and well we are already buying as much food from them as we can already but maybe there's a way they could potentially help with the share cropper situation as they seem to be making much better use of their much smaller section of land and have significant agricultural engineering experience.
There's also Technically trying to trade new canaan and their tribes as joshua likes us but from the slides I think it took quite some years for them to fully recover so I'm unsure how much they could theoretically give us to help with the food Crisis, or well more importantly do we have anything to trade for it?
>>6229673I agree with everything here except the share croppers stuff
>>6229603Courier Actions
>Convene the Courier Council. It's about time to get the gang around a table and start putting heads together.>Have each settlement choose a representative and meet with them. It's time to start projecting some authority and seeing what they have to say.Time to get the ball rolling on this internal diplomacy stuff
Military Action
>Gather 10 Securitrons from the Dam, the 15 Securitrons from Vault 3, Boone & Lily to hunt and destroy remaining raider gangsI've also had an idea here. We've got those howitzers and plenty of ammo so, if we tow them out to somewhere around Borax, we could have nearly the whole I-15 from Sloan to nearly the NCR border under fire control (assuming the guns have a range of a bit over 15mi) and just drop the sky on any bandit camps we find instead of having to assault each one. We have these heavy assets, let's use them.
Industrial Action
>Gather 100 Securitrons from The Strip and Freeside to clear wildlife and bandits from around the Sharecrappers and sites to prepare for farming and ranchlandThis is a necessary prereq to accomplish anything in agriculture and hold up our deal with Heck. Relieving the Sharecroppers should encourage them to stay and increase food supply to Freeside.
Misc Action
>Send Arcade to oversee installing filtration units on key Freeside water wellsWe don't have access to chlorine for truly effective water sterilisation but a series of simple filter boxes of fine silt and ground charcoal should be sufficient to significantly improve the safety of the water coming out of those wells while we wait for a more permanent solution.
-----
Regarding the excavators, ours at Quarry Junction might need hydrocarbon fuel but they aren't the only ones around. I know there's another crane/excavator up at Big MT and, while it may or may not be in operable condition, if we're lucky it might have a nuclear core.
>>6229741For what it’s worth, the courier himself hasn’t bought bunch from Westside, just normal trade going on. They offered a sort of treaty last thread that players didn’t jump on. The courier could buy large quantities of food from Freeside themselves instead of leaving it to the market
>>6229603>Heck buying up land>no sales tax income>:^(>>6229604>Courier ActionsAttack Black Mountain with the BoS, our Securitrons, talk with them afterwards about their intentions.

Nice to be back. Did a bit of research, apparently Nevada has the most gold mining in the US, and chlorine can be used to improve purity, so we might have a leg up on the NCR and the Legion in that department whenever we get our act together.
Also, maybe we can takeover Mothership Zeta or something just as wacky.
>>6229741Paycheck? Supplies?
>laughs in Crimson CaravanAt best it’s the NCR paying for it (which is resolved from the deal) and the CC supplying the effort (which the lack of trade will worsen the supply situation).
Remember that at some point we should stop sleeping on House's assets. We don't know what's at the bottom of the Lucky 38, but what we do know is house was a very prepared man and spent millions of caps each year on finding the platinum chip alone.
Just last year, he spent about 3 times as many caps as our entire treasury just to find the platinum chip.
>Courier Actions
Check with Yes-Man and our 100 Hacking that it's safe for us to sit inside Cerebral and control the Securitrons personally, as House would.
Practice micromanaging all hundreds of them, looking through their camera feeds, and such.
And by practice I mean [Organize the Securitron Patrols to deal with the Banditry]. As a prelude to taking on Black Mountain.
>Military
Establishment of the Mojave Armed Forces, begin recruiting and training. Have Boone begin assembling a crack team as the 1st Mojave Recon.
Meanwhile, we ourselves, as part of the Securitron action, will get them to practice working alongside the Securitrons as a combined arms force.
>Industrial/Scavange
Raul to keep working on getting that big excavator up and running, so we can start extracting fertile soil from the riverbed alongside Hoover Dam.
>Research
While we ourselves are hooked up with Cerebro, have Yes-Man help us unlock and study Mr House's archives. A man like him wouldn't leave everything soley to faulty memory. He'd have no doubt prepared a vast library of not just old world knowleddge, but his knowledge and technology. Plus he'd have other useful things like maps detailing RobCo industrial factories across the country, and so on. House would have been prepared to lead the rebuilding of civilization when the time was right and had plans in place. Access those plans.
>Other
There is a functional pipeline of fresh clean water from Lake Mead to the Sharecropper Farms. See about ways to either extend the water supply from the pipeline in lieu of the Freeside Water Pump which may be a source of contamination, especially if its groundwater. Consistent fresh clean water is so very close we just need to get it to Freeside.

>>6229741That's fair
>>6229907What's even the point in getting the draglines up and running? We've got no fuel for them - I presume the NCR was bringing it in from California. The only domestic source of fuel we have is the Boomers' ethanol operation, which they sure won't share and we can't burn in diesel engines anyway without putting it through some additional chemistry that we don't have.
>>6230000Oh right.
Well, theoretically we could look to alternative fuel sources.
Later we should see if we can help Raul install proper atomic batteries into them, maybe scrounged from BigMT. Raul as a Pre-War mechanic should have experience with installing and maintaining atomic batteries.
In any case the industrial action wasn't as important to me, I just do believe we are sleeping on actually overseeing the Securitrons properly as well as investigating House's assets.
Good afternoon Vegas, this is yours truly Mr. New Vegas. I’ve missed you, and I’ve missed bringing you the news we do desperately need in our lives.
I have a few notes here, straight from the Courier himself.
The Courier is once again imploring any NCR citizens getting skittish about the state or affairs to consider staying put and trusting in his abilities to turn the present situation around. In his words, “this land will be worth its weight in gold in a few years. New Vegas is the last place to begin again.”
Similar to that, a particularly affluent NCR rancher named Heck Gunderson has begun buying up land near Goodsprings. I reached out for a comment and was given this in return. Ahem.
“I’m aiming to deliver the cheapest and most delicious Brahmin in all the wasteland to the people of New Vegas and beyond! If you’re looking to unload your suddenly very inexpensive plot of farmland, let one of my offices throughout the Mojave know and we will take it off your land at market value. Similarly, we’re always looking for farmers, cattlemen, mercenaries or anyone worth half a damn willing to work for a living.”
Well there we have it, looks like there’s a new player making himself very known. We’ll see if his promises of cheap Brahmin steak comes true.
This is Mr. New Vegas, glad to be back.

>>6230050For alternative chemical fuel sources, we have some options. We can brew our own biodiesel once we have spare agriculture and industrial capacity, we can do some conversion work on the engines and bang together some large wood gas generators to make syngas, we can also make syngas from coal if we set up a mining outpost at Cedar City or even farm algae on Lake Mead or we could buy fuel in from California. Though these will all be either expensive, slow or out of our reach for now.
Whether we can convert it to nuclear depends on how it's set up. If it's a diesel-mechanical or diesel-hydraulic system then converting it to nuclear-electric will require a very expensive and time-consuming total rebuild of the whole thing but if it's diesel-electric then it would be a fairly trivial matter. Honestly, I'm surprised there were even combustion-powered industrial machines still around after the 2050s oil crisis and it makes me wonder if these ones were in mothballs somewhere at the time of the Great War, which may have helped preserve them over the intervening two centuries.

>>6229741>What a godly title If we ever get to a position of not constant emergency we should make mailmen get all the same benefits and prestige as the militaryThis should be one of the things we fund first- and speaking of funding, we should begin funding a bureaucracy so we can create some more Gov AP to get our problems under control.

>outsource the IRS calculations and collections to Yes-Man :V
Happy Sunday, not locking it in yet but here's what turns look like so far
Courier
>Convene the Council, get their short input on each aspect of their department
>Get representatives from around the Mojave to meet and exert influence
Military
>Striking the bandits that are attacking the more common trade routes with Boone & Lily & 25 Securitrons
Regarding anon suggesting howitzer use, would be fun but don't have anyone to operate them. Don't even human soldiers in the army yet haha
Industrial
>Begin clearing land and marking locations for Heck's operation in and around Freeside, loan Securitrons for security if necessary.
Heck will cover the cost of the initial clearing and construction
Misc
>Explore Lucky 38, poke around House's technology with Arcade & Veronica
Also Send Heck his Securitrons
How does this look? Most players had a somewhat similar idea for turns.
>>6230571Not just for Heck's operation but a more general clearing operation for our farm sites and the Sharecropper patch if we can do that. If that's too much in one go, just Heck's place and the Sharecroppers.
>>6230575>>6230575Could probably do that, especially if it's just around Freeside. Slightly higher DT but
>>6230575Heck is what matters more for the moment. And he is keeping his robots. But we need our mod closest to an 8 on it.
>>6230621The Sharecroppers at least are pretty desperate right now. Every week we don't pull their asses out of the fire makes them more likely to leave, which would be a disaster. At least give them some backup.
>we need our mod closest to an 8 on itHwut?
>>6230633The Courier/Companion modifier that gets attached to the roll if the character is attached to the action. The modifier ceiling for every action roll is 8.
>>6230571>Regarding anon suggesting howitzer use, would be fun but don't have anyone to operate them. Have Yes Man install operating instructions from us to the Securitron Programming (or do it ourselves). They have hands.
We have Guns [100], so we should know how to operate a howitzer. And if we don't, we stop by the boomers for a quick lesson.
It doesn't seem to me that even our most basic securitron is mindless. I feel that both soldier face and police face are both capable in their respective role, in the very least that they would be about as intelligent as an average human soldier/police officer, if with less free will.
>ladies, step away from the fountain. The well is for wishes only
>this is a restricted area. Stand back or we will open fire
>Greetings NCR citizens
Mr Gutsy's/Handy's were pretty sentient and cheap enough to afford to the average person, and Mr House was a fine robotics man. I doubt he wouldn't have given his bots the very same capability. (and that we with our robotics 100 couldn't also figure that out).
>>6230651That would require a Courier action to set up the programming, and be a waste a valuable Securitron resources that can be put to better effect elsewhere.
I say shelve the idea until we get some breathing room, and have the Mojave Armed Forces (or Mojave Task Force for MTF SCP memery) begin training a dedicated artillery corps. We can revisit the idea when we get some robotic/Securitron production online.
>>6230653The Mr.Gutsy/Handy line was a General Atomics robot, and while Robco and General Atomics were collaborating on joint ventures, to what extent and if there were corporate subterfuge would only be known to the QM.
>>6230663We have hundreds of securitrons lol. And having a few to man the howitzers doesn't seem a waste especially if other securitrons in the field can relay them coordinates (and real time correction at that). I imagine securitron calculated ballistics might be even better than human.
They're also have a greater tolerance for danger close. Especially if we can get some shrapnel shells that their armour would be better able to resist. Or gas. We've got that unspent.
As it stands I'm wondering if we need to "program" them with that info and not just show it to them.
The real waste would be throwing shells on unimportant targets.
We can train human artillery crew, and we should, but why not also train the robots to do it?
Also no I don't believe House would need to steal from GA to develop AI bots (he'd probably be offended at the notion). Frankly I think the average securitron probably IS as smart as Victor or Jane. They just don't have names because they aren't very important.
basically I think there's a severe underestimation as to the sophistication of the Mr Securitrons. You yourself seem to imply they are any less intelligent than Mr Handys. I think they might well be more.
>>6230743Not that anon but
Why would House have programed or coded them to be anywhere near Victor Or Jane? Jane was his special toy wasn't she, And Victor was his larper in the wasteland.
and I can't see why they wouldn't be 'smarter' then a Mr Handy but that isn't a high bar but it also may be made the way it is to stop it from going 'rogue' like the Handys/Gustys/ect went.
>>6230748Well in the first place in theory Victor/Jane can be in multiple places at once, but in any case simple: he planned for them to be peacekeepers and security personel for Vegas.
It simply wouldn't work if the vast majority of them didn't have some ability to be more than mindless war machines. They are securitrons, not kill bots.
The other big thing is even he knows he needs a proper army to build a nation, and an army is more than just sentry drones.
>>6230757thats a 'theory' If you can prove it, Sure but until then its not fact.
Securitrons literally have a check system and its proven by not giving a fuck until you violate one of its laws or w.e. like causing an issue on the strip/being a broke bitch tryn to run into New vegas/ect.
You need to remember House wasn't planning on just the Secruitrons, They were secruity. He was planning on rapidly expanding in the years following and what not in his 'general overview' of his master plan. Its why the NCR/ect didn't bother him, he knew people would come to him and the pleasures he offered over the stupidity and corruption of the False government.
>>6230760I'll go gather up as much securitron dialogue as I can as well as any other info.
>>6230762I mean, You'll also needs Houses dialog as well. Don't forget that.
>>6230760In any case, I also counter that the securitrons being brainless and being incapable is itself also a theory and not fact.
As always, it's something we could try to investigate in game and find out more info from QM.
>>6230765Ya I get that, Also I'm not saying that they are brainless or incapable of them. I'm just saying the bar is low when comparing it to most other robots in the wasteland.
They very clearly have abilities on par with Protectiors and Gutys, But without the autistic rampage they suffered from. But they are also trained/built to fill a different roll then well the other ones.
>>6230651their hands don't really look great for doing most things human hands can do. And if the howitzers in question as some parts for operate it that require not having 3 big metal pincers for hands, then it might be a problem. Just saying, i mean look at them.
For anything large they are probably fine. Like grabbing shells, and placing the shells in and what not.
I recon its a decision of Survivalist in the end if their hands can do the job or not. They will look a bit ridicolous in carrying shells and howitzers around but they should have the strength. Bandits might get away if any of them see that kind of shit coming.
To follow up with the conversation, the Courier has done little investigating into the full intelligence capabilities of the Securitrons or the breadth of House’s capabilities, but they’re capable of basic thought by themselves.
Jane and other specialty Securitrons are surely more advanced just on the Courier’s interactions with them but to the extent is unknown.
Artillery is a good point however, the Courier does know how to use it and would be able to assembly use his robots to coordinate firing missions with relative accuracy, fwiw
>>6230874>Artillery is a good point however, the Courier does know how to use it and would be able to assembly use his robots to coordinate firing missions with relative accuracy, fwiwWould Raul know how to assemble it?
>>6230768Fair. Though you'd be surprised on the sophistication of robots sometimes.
You'd think Mr Handy's pincers wouldn't be able to change diapers or sew clothes with needles and yet they do all kinds of hand related things. That said even if we were to pretend for the sake of argument their pincers have fine pressure control to gently squeeze a fly without killing it yeah. . .they're still big ol' pincers. There are size limitations that can't be escaped.
Hopefully getting robot hands attachments for them is in the cards in the mid-far future.
>>6230743No, the real waste would be using our rare, limited, and versatile non-renewable weapons platform for something some wastelander could do with a little training. Or we just have the Boomers crew them.
They are better off being our mobile armor support or Command and Control Communications assets, simple as. Just use the Big MT suits or the hardlight holograms for that shit.
Okay I wanna get the rolls done so I have something to write on the plane, and no real pushbacks by players
Can I have a
1d100+8 (DT 35) for representatives
1d100+7 (DT40) for trade routes
1d100 (DT55) for clearing land around Freeside for AG
1d100+5 for lucky 38, higher the better.
Giving combined bonus for both scavenging and tech because I figure it falls under both. Probably one time thing!!

Though, very well, I can agree. Perhaps a securitron is indeed more deadly than artillery shells no matter how fast or accurately you fire them. And we can get other robots with ease that could hook up to their data.
DESU maybe we the courier can just work on automating the artillery, in theory, at least as far as we're able to. Maybe the aiming process and let the wastelanders load the shells. They were able to do that in WW2 with big ol' flak artillery, we can do better.
As for hardlight holograms, that'd be interesting. I don't recall if we've discovered that technology yet.

Fingers crossed, our Mojave facility has been kept in the mind of Mr House and maybe some of it has been preserved underground much the same way, or can be repaired. Even limited eyebot or protectron production would be quite useful. Future plans anyway.

Yes Man: Hey Courier, I whipped up another map of the Mojave, this one focusing on locations, farms, resources and anything else focusing on industry, agriculture and military locations.
Enjoy!
Death, taxes and raiders preying upon helpless traders and travelers. This is one of the biggest issues in the wasteland that every faction, empire or nation fades. Only the Legion has secured the trade routes of their vast lands, though due to a combination of ruthlessness and expected legion thoroughness.
These issues have always existed in the Mojave, especially as caravans of NCR civilians and traders flow through the region towards Hoover or New Vegas. While the Republic was never able to fully take the trade routes, they never had the resources to in the first place. While the Courier has far less manpower, their Securitrons are a force multiplier and New Vegas is not embroiled in a fight to the death with Caesar's Legion.
While the Fiends are destroyed and South Vegas is the safest it’s been in years, the rest of the Mojave has descended into a sort of anarchy that isn’t apocalyptic, but towns are more isolated than they’ve been since perhaps the bombs dropped. This comes with a multitude of consequences but one of the biggest is a lack of food flowing to Freeside and tourists heading to New Vegas.
It’s going to be a long fight, but the Courier dispatches Boone, Lily and 25 Securitrons from South Vegas to hunt down the increasing animal and raider attacks on caravans coming up from the South Mojave.
This small force isn’t acting so much as caravan guards than a QRF for any attacks as well as a scouting force to find the animal nests and raider bases of operation. This is one of Boone’s specialties, having helped hunt down bandit leaders back West.
Lily doesn’t know the “whys” of what she’s doing, but Boone does a superb job leveraging her stealth ability to shadow bandit groups and Boone’s expert tracking to find the groups in the first place. Over the course of the two weeks deployed, Boone’s force doesn’t stop many attacks directly, just too much land to cover and not enough Securitrons to patrol the numerous paths to New Vegas.
He does manage to corner a handful of smaller groups near the old correctional facility and Primm, taking a few hostages and wiping the rest out to a man.
After some “enhanced interrogation”, Boone learns that there’s a sizable group using the abandoned town of Nipton as a base to launch assaults on caravans heading from the NCR border crossing. A gang leader named Headache is in charge, unknown where he came from but unusually cunning and ruthless.
Aside from that, Boone marks a few more encampments that he is unwilling to assault due to the treacherous terrain getting there. There’s also a group in the Walking Box Cavern and Coyote Den that the Securitrons can’t reach. The former Nevada Highway Patrol station was leveled by Securitrons.
Wild animal attacks were harder to track as that was a little outside of Boone’s or Lily’s skill sets. The Securitrons did clear a Deathclaw family near the Mesquite Mountains Camp Site and a couple of Cazador nests near Henderson’s land.
Much like Nipton, it seems that a large brood of geckos have moved into Red Rock Canyon, finding fertile ground in the Great Khan’s old stomping grounds. Lily led the recon into the valley, finding it crawling with geckos of all kinds and easily in the hundreds. Boone has held off on leveling the canyon, also afraid of being overrun by the massive amount of hostile wildlife in the area.
From the Courier’s experience, there’s no way to fully eliminate hostile wildlife unless it’s a fully committed effort. It’s instead a constant struggle to keep the beasts at bay and their damage to a minimum.
Even though there’s remaining pockets throughout Southwest Mojave, among the ones that Boone marked, there is already a noticeable improvement to trade and travel.
>>6231280Cool. I need to finish reading the other thread, but I'm glad to be of help.
>>6231286Oh wow! Is that the map? That looks great!
Even Captcha agrees!
I would recommend increasing the squad of securitrons Boone and Lilly are leading by another 25
I would also wanna try to see if we could potentially find any deathclaw eggs. I wanna see if it might be possible to raise them either to be intelligent like Goris, or at least follow human command.
On another note. One thing we could do to potentially decrease raider readiness and disorganize them might be to unironically buy a shit ton of chems and give them to said raiders for free. We could use something like 10k caps on psycho and ant nectar and either give it to the especially unstable raiders, or just give it to the big gangs to get them fucked up and killing one another.
Also, very nice map!
>>6231350>I would also wanna try to see if we could potentially find any deathclaw eggs. You created an ad-hoc advisory council recently, pulling those you encountered in your journey into what will hopefully develop into a full-fledged government. Some on the council, like Arcade and Raul, are there out of a personal obligation to you. Others like Arcade and Farkas see it as the best way to help the Mojave and its people.
Sending out Securitron messengers to all attendees, Secretary Weintraub is nice enough to send some of her employees over to the Lucky 38 to spruce up the meeting room, laying out baked goods, light appetizers and ice cold water. It may not be much on the surface, but even the little touches go a long way to formalizing this great experiment of yours.
Soon, the members of your “cabinet” begin trickling in. Some are eager to get started, others confused about their actual role and responsibilities. You make small talk with some while everyone greets each other and makes introductions if necessary.
Before long, you are standing at the head of a large mahogany table, 12 expectant sets of eyes all looking straight at you.
[I appreciate all of you coming on relatively short notice. Some are based in and around New Vegas while others like Secretary Nash and Secretary Lewis have traveled quite a bit to be in those chairs. You’ve all had time meet the rest of the cabinet, and you all know me well. I’m a man of few words, or many. It all depends on what situation I’m in.]
You give a few seconds for the polite laughter to fade.
[If you’re sitting at this table, you’re one of the foremost experts in your field left in the Mojave, and I consider you a trusted confidant. It is with your help that we will stop the Mojave from falling into complete anarchy and turn it into a true jewel of the wasteland. Apart from both the Bear and Bull. I understand the title may just be that right now, title, but everything starts with a single step. And that step is sitting down and learning what’s going on out there. So starting with Secretary Cassidy, can you briefly explain the situation as you each see it.]
Cass: Secretary Cassidy, huh? Can’t say I’ll get used to that but if you mean how I see the whole “state” aspect, it’s pretty simple. New Vegas may exist as itself, but we have no control over anything around us. We have the Dam, McCarran and a few other towns have confessed loyalty to us, but that’s where it ends. The NCR sees us as little more than a failed state ruled by a warlord with robots and the queers with the skirts over in the East, well I actually don’t know what they think but they’ve been unusually quiet. My suggestion right now, get control of the Mojave and show the other powers around here that you’re serious and there’s something worth paying attention to here. This can be a discussion for another day, but we shouldn’t ignore the Westside Republic. They’re a surprisingly heavy hitter around here.
[Thank you Secretary Cassidy. Secretary Garrett, you next please.]
Francine: Thanks, Courier. We’re making what little money we’re making through two means. One is the tribute the casinos give you. The other is through what is given at the border for any trade goods entering and leaving. Truth be told, it’s a borderline unworkable system as it stands. We have no real way to tell how much goods are entering the region, not to mention the smuggling. Traders give a portion of caps to NCR border officials and we are supposed to believe they hand it over, or the amount is even correct in the first place. The same story is with the casinos. I have no idea how many people they’re truly servicing, they give as much as they think they should. You’re smart enough to see the issue here. We need actual tax collectors on the strip, at the border entries and maybe even set up toll roads. The only saving grace is we are spending next to nothing of this money we’re collecting.
Kreger: I guess it’s my turn. Well I don’t have much to say but the only soldiers you have under your control are those robots. They’re great in a firefight and can police to an extent, but nothing replaces the dependable grunt. We should try to take control of and standardize the numerous town guards and militias. Then we should train soldiers from scratch, specialized soldiers too for certain rolls. I don’t know if my, *ahem* associations would assist. You’d have to talk to them but I’m here so maybe that says something. You don’t have enough robots to be everywhere and I don’t know if we have a way to replace them.
Arcade: My position is very similar to Judah-ah Secretary Kreger’s. The Mojave was never a bastion for intellectual achievement but what little the NCR had here is gone. The Followers are easily the only group in the region capable of actual research, teaching or anything remotely related to what I’m apparently in charge of. I would suggest funneling money and resources to the Followers, maybe canvas the region for anyone who knows how to read and count. Surprisingly, the old University isn’t in the worst shape. The Followers are inhabiting a few buildings but much of the campus is abandoned and rundown. It’s a long-term goal but having a good university out here could do wonders for social, economic and industrial development. We have a handful of locations in the Mojave, such as REPCONN headquarters and the launch facility that would be of interest.
Haversam: I’ll pick up where Secretary Gannon left off. You are aware that those Brotherhood soldiers are in control of Helios One. The sooner we can get control of that facility, the better. I don’t trust those guys and that plant powers much of the power sections of Freeside. The dam is humming along due to the deal with the NCR, but many of the turbines seem to be running at almost 50% efficiency and others were completely burnt out. Having that wonder of engineering running at full thrum would do wonders for exporting power and powering the Mojave. Otherwise, there’s a rundown wind farm near Novac that could be rebuilt. I’m not a huge fan of wind power but it’s cheap. Other than that, a vast majority of the Mojave is still in the dark. Work needs to be done everywhere to rebuild the electrical grid.
Lewis: Uhh yeah I mean we have Sloan. We’re not producing any concrete due to not having explosives. My boys are about ready to head back to the NCR if they aren’t paid, and I am not sure I can replace some of the specialized skills they have. Otherwise, there are plenty of other mines around the region that had limited activity we could resume. There’s also other regions that the NCR just didn’t touch. Not to mention locations where prospecting could still be undertaken. Honestly, this is a pretty resource rich area. Mining is just an intensive process that requires manpower and equipment. My first suggestion is investigating the old mines to see what they produce and if they’re capable of producing anything. Who knows, maybe they still have machinery worth using in there.
Ted: I’ve taken a tour of the Mojave, investigating a lot of the abandoned farms and ranches, particularly in the South. A lot were abandoned even before the NCR left, but others are recently abandoned or being tended to by a skeleton crew. Those that are abandoned should either be sold to my father or rebuilt. Around Freeside, the sharecropper farm to the East needs to be supplied and sent farmhands. Other than that, we can always consider the construction of new farms and ranches around the region, but maybe the focus should be on transportation of agricultural goods around the Mojave and the processing of said goods up here in Freeside. Canning and processing facilities, slaughter houses, packaging plants, the works. I can’t speak on the food situation on the ground, but I can’t imagine it’s great. I would classify the entire Mojave region bordering on starvation. Maybe ask those Legion fellas for food, or attempt to import more from the NCR?
The King: I can agree on the food situation with the kid. That’s not my department, but the kids are starving and even if food is coming into Freeside, doesn’t mean anyone has the money for it, get it? My Kings have done their best, but Freeside and the surrounding areas are dead broke, living in ruined buildings or in tent cities. It’s bad for business, unhealthy as can be and doesn’t really make the tourists want to come by. I don’t see Freeside ever becoming more than the poor, dirty little brother of New Vegas until we can clean up the streets, rebuild the houses and bring businesses to the city. There are a lot of good people in the city, just gotta give them a chance.
Farkas: I couldn’t agree with the King, or I suppose Secretary King? I couldn’t agree more with Secretary King. Freeside has some of the worst conditions I have ever seen. I know we’ve discussed it before Courier, but the situation is absolutely dire. We are on the verge of a full blown pandemic even with the bathhouses being constructed. We are always just a few weeks from complete starvation in Freeside, with thousands dead by this point because of it. Just because food is coming into Freeside doesn’t mean anyone can afford it. We need funding and support for food kitchens in the short term. Medium term we need job programs, education, a better healthcare and sanitation system, policing that isn’t giant robots or gang members. We also need to completely rebuild Freeside, better housing for everyone. While I would love to get to the point where individuals can purchase housing for themselves, that’s a long way away.
Weintraub: Well I definitely don’t have anything as serious as that stuff to report, but we are seeing a slightly increased trickle of visitors to Vegas. Even with the NCR’s loss, tourists still see it as the jewel of the desert. Anything we can to begin advertisement campaigns in the NCR should be pursued, as well as perhaps investing in locations not New Vegas? Primm already has a quaint casino and that roller coaster would surely be something if it’s ever up and running. I suggest looking into more family-friendly avenues of entertainment and trying to reach out to people in the NCR. Let them know the Mojave is safe and fun, that there’s nothing else like it anywhere else in the world! If you would like, Courier, come visit be at the Vault and we can have a thorough dressing down of the situation.
Raul: Ah gross boss, I don’t want to know what you and the other ladies get up to. Bleh. I don’t know much about transportation, but I do know what it was like back in the old days. Not in Vegas of course, but generally. The roads in the Mojave aren’t the worst I’ve ever seen, but could always use work. The better they are, the easier it is to get around, trade goods and get those suckers to New Vegas to lose their money. I don’t know how to make asphalt, but I am sure it’s not too hard. Or we could make roads like the Romans used to, stones and everything. Arcade and I were talking about that stuff earlier. In terms of the railway, there's a lot of rail in the Mojave, but a lot is either covered in sand and dirt or destroyed. Even if we get it all fixed up, I don’t know if there’s a working train around. But that being said, train transportation would change the game, boss. I think only the NCR has it and it really lets them be the power they are. Much cheaper to get around, get goods, soldiers and anything else around too. It’s a lot of effort, sure, but what good stuff in life isn’t? I suppose we could all just use boats, but I don’t know what upriver and downriver look like.
Nash: Well I suppose you save the best for last, eh sonny? It’s still mighty strange to be calling you my boss, but I can’t say I’m too surprised. Anyway, I always believe in a robust communication system anywhere and we don’t have it here. We should greatly expand the courier corp in the Mojave, create rest stops for them and maybe think about finding other modes of transportation. Raul was telling me something about a horse. I’ve never seen one before but those sure could be a game changer.
[Well this has all been more helpful than you could know. I’m sure I’ll be following up with each one of you when necessary. Unless there’s anything else, I think we’re adjourned.]
Cass clears her throat to get the attention of everyone, including you.
Cass: There’s something we wanted to bring up as a council, I guess. It’s all fine and dandy to discuss what we’ve seen in the region, but we can’t do anything unless we literally walk the sands and then we’re kinda at the mercy of what you give us for resources. We need caps, a budget, so we can go out and do work passively, outside of direct actions. Otherwise we just go back to our normal jobs and do this part time. This doesn’t seem like a normal job. We’re requesting regular funding to actually create these departments.
Well, I guess this issue was bound to arise eventually.
>Okay Cass, every department will receive 2,500 caps a month to start with.
>Cass, I’m sorry but I just can’t do it yet. You’ll all have to make do.
>We don’t have the money for all of it, but I can fund certain ones right now (Choose which to fund)
(Going to keep this decision up until the beginning of the new turn.)
This post was a lot longer than I thought.

>>6231350I mean, considering we’re going to get a metric shit-ton of Brahmin, we could just produce enough Jet to bribe them to fuck off south of us for, what maybe 500 caps of lab equipment and a bit of personal attention?
Fair chance they might take the deal just to not get bombarded by a company of Securitrons, and all we care about is them fucking off from our turf and becoming someone else’s problem.

- For military we definetly need : a police force in Vegas. So we can move some Securitrons out from Freeside. Afterwards we can establish a military from scratch, though like Kreger pointed out there is also the little militias and townguards to look at of the minor settlements we are about to unite with. Might want to talk with Boone about the old geezers if we take them here. The attack on Black Mountain will change things around with the BOS when we do it. The unknown soldiers are...a problem that sounds like an hassle. There is bandits groups south that are quite far for now. Something to kill for our future soldiers maybe.
- Health : really really really need to move Raul and his apprentices to work on those wells and pumps of the Kings in Freeside. Those wells and pumps of the Kings are unsanitary, heavy risk there. Having a cold/hot shower in the Old Mormont Fort for doctor hands cleaning and cleaning of medical tools will save lives easily. Afterwards more money need to be invested.
- We could put one action of the Courier on repairing those 2 autodocs and the 6 damaged Securitrons. Its 2 autodocs helping at the Old Mormon Fort and 6 restored Securitrons. Its not a bad idea.
- Food, anything we can do. Food automatically is important for health and for everything else too. Especially for the future human military part. Problem with making food away from settlements is that we need to patrol those places. Thats why we need farms near New Vegas, we should be able to patrol the surroundings of the city when we have some soldiers. Jacobstown could be a good start same for Boulder City for make a few farms (later on Camp Golf, Camp Guardian and Bitter Springs all have good locations near the lake for make food). Establishing an Hunting Guild could be a good idea with so many wild animals around (not exactly perfect for make food, but its something).
- Tourism....if New Vegas wasnt in such a bad spot i would open the Lucky 38 for make cash (after training a staff for it). That Primm idea could be nice. But it needs repairs and electricity. The Thorn expansion idea...perhaps, problem its the Westside Republic. Thorn is in their land now.
Some things to note- we can make explosives from ammonium, which we’ll get from excrement. So we can buy dynamite in the short term (or find the Powder Ganger stash), and then train up some chemists for fertilizer and explosive production later on.
In dealing with the former Westside Co-op, we can spend a Courier Meeting action offering them to join the Mojave Commonwealth (since they’re a bunch of hippies goin’ glassy eyed whenever common prosperity comes up), offering up a potion of our dam water wealth as incentive, plus mutual security and boasting dealing with the Feind problem. Getting them on board with our nation building will net us a milita we can utilize and their co-op and follower sensibilities will make them provide their labor and resources for the common wealth of the community of Mojave, which includes Freeside.
To Tom Anderson, as one of their leaders, we can take him aside and offer him the carrot of water rights in exchange for his contribution to the dam effort, since he was a former hydraulic engineer. The stick will be cutting off their water and handing him over to the NCR for killing an NCR corporal for brownie points, if it comes to it.
We can offer the sharecroppers more water rations since Westside been stealing their portions, since we have lots of water.
>>6231396>Okay Cass, every department will receive 2,500 caps a month to start with.
>>6231396>Okay Cass, every department will receive 2,500 caps a month to start with. This is going to be painful. It's almost all of our monthly income but we have some cash reserves and our income should tick up over time.
Thoughts on the points raised:
Cass: In line with our existing assessment. We're still too busy with putting out fires to really look outward and the Legion is distant these days.
Francine: The abysmal literacy rate will hamstring any attempts to improve recordkeeping for tax purposes. How can anyone be expected to calculate their tax returns when they don't know how to do basic maths or write anything down? The Strip inhabitants should be literate enough to start keeping proper records, however.
Kreger: The Freesider types would be a great start to a proper armed forces. They're rough, tough and violent - mere thugs at present, but they are the raw material proper military units are moulded from.
Arcade: The Followers will of course be the core of our humanitarian and educational efforts for the forseeable future and I imagine we'll eventually start incrementally moving towards higher education when we've gotten a handle on more basic literacy. While may desire to transition to more official professionalism in the future, the Followers will always be welcome in New Vegas.
Haversam: We have spoken to Harding and gotten enough answers to not be concerned about H1 for now, but we are just ticking over in general regarding electricity for now. The extra power we browbeat out of the NCR should be very welcome but our distribution network is a wreck. I don't know how we're even exporting power to the NCR given most of our high-voltage lines seem to be dangling loose from their pylons.
Lewis: How much did it cost to run the concrete operation? We need to keep those skills in Nevada, though we don't have the resources of the NCR to build their concrete boondoggles. We also have no explosive manufacturing, we'd need to buy dynamite. Now the Powder Gangers are gone though, maybe we can reclaim their stockpiles to keep things going for now? Though we could also reassign them to restart mining elsewhere.
Ted: Can we get an idea how how much production slack there is in easily recycled agricultural assets like recently idled farms we can take over? This would be much easier than building new ones. Elsewhere, I'm not sure the NCR has a surplus of food to sell and the Legion is rather distant with limited trade links at current.
King: The decrepit state of Freeside's housing stock will be a long-term project to address given how many resources it will take and people could be cold since it should be ~mid-Dec right now, though it should be chilly but not freezing. We can certainly see to urban cleanup, though.
>>6231541King: The decrepit state of Freeside's housing stock will be a long-term project to address given how many resources it will take and people could be cold since it should be ~mid-Dec right now, though it should be chilly but not freezing. We can certainly see to urban cleanup, though.
Farkas: In addition to the washhouses, we need to see about treating those water wells at source pronto. We could either filter the water some more or improve sewage handling to reduce contamination in the first place. Distributing food is a high priority, we can subsidise things at a bare basics level but I think we can go a bit further and offer increased rations un exchange for acting as unskilled labour in an urban cleanup effort to dovetail with the above.
Weintraub: Primm has potential, though I'm unsure if things are stable and peaceful enough to reach out beyond the the traditional more determined tourists right now and an ad campaign in California sounds like a great idea if we can afford it. We also need to get accurate numbers on how many people are visiting, as laid out before.
Raul: We have no capability to produce tarmac since we have no asphalt resources and we'd have to buy it from California, though if we do get hold of tar then we'd be better off going with more basic chipseal than full asphalt concrete and we can always tear up and recycle unused old asphalt. Since the NCR was shipping concrete by rail to the Dam, we can infer the trackage between Sloan and Boulder City is good and there is at least one working train somewhere since they sure as shit won't have been able to take it with them. Heck's rail engineers should help, and we need to survey the Colorado up and down.
Nash: We can definitely set up rest stops along I-15 as service stations and motels for travellers and traders. Not only could they earn us money, but they would also facilitate travel and trade. We should see if we can get a proper network of radios set up, or piggyback on an electrical distribution network to string up some phone lines.
I think one consensus the whole group has is we need to increase regional security but we don’t have any consensus on how to go about that. We have several ambitious plans to establish a formal police force and eventually an army which is great but we need short term and simple solutions for now.
> Have the secretary of defense and Boone put together a cadre of experienced fighting men and women to provide training to the various local militias that protect settlements under our control.
>Begin a monthly cap stipend for our militias to cover ammunition expenditure and replacement equipment. Say 500 caps a month for Jacobstown, Gunderson Ranch, and GoodSprings
>Now that we are providing equipment and training to the local militias, inform them they are expected to protect the nearby roadways outside of their settlement.
This won’t do a ton for securing the roads but if nothing else it will start to build a training cadre that can be used to create a more proper military and police force later on down the line
Thats how departments operate, we give them money and they spend it. Mulitple suggested for that, one for army and one for kinda cops.
