I think you get to be mad at someone, even if you believe you love them. Those things arent mutually exclusive. It also sounds like you havent known this girl for very long, so you might wanna wait a bit with the love declaration. Thats a big thing to say about someone you probably dont know that much about.
To address your situation though: How long have you been talking to this girl for and how long hasnt she replied for ? It might very well be that something in her life has just come up and she doesnt have the time to respond right now.

we talked for 2 months and a half and it's been 2 months (and 2 days) since we last talked and she did say something was going on with her family before the texts started slowing down and then she eventually stopped (yes it's a long distance thing)
and she was always telling me she loved me that's why I didn't thought it was weird to say I love her too, I do love her
